You can buy Sciter License and Access to Sciter engine source codes. You will get:

Sciter License - permanent right to use Sciter source code in your application as statically compiled libraries as in DLL of your choice.
Access to SVN server that contains always up to date sources of Sciter and its SDK. Sources located on the server are used for making public builds.
Aceess is given for time period of your choice.

Guarantied Technical Support means:

E-mail/verbal responses on customers requests in one business day.
Fixes of bugs are guarantied to be in three business days.
